General Information
The WSDLC was developed through a partnership between the Wisconsin Department of Public Instruction, CESA Purchasing, the CESA Statewide Network, and WiLS. These partners created an infrastructure that supports a shared ebook and digital audiobook collection for Wisconsin K12 students.
The collection is self-supported through member districts and schools that pay a fee to participate in the Consortium. Through the WSDLC, member schools/districts have access to over 40,000 ebooks, audiobooks, comics and graphic novels, and magazines.
This collection of digital materials, accessed through the Sora platform, is shared between all member schools and their students. Schools also have the opportunity to purchase additional copies and/or titles that would be available for only the students at their own school.
Board members either represent a specific CESA geographic area or are appointed representatives. See the Governance page for more information.
Schools/Districts that are interested in joining the WSDLC can receive a price quote or sign up to join the WSDLC by going to the How to Sign Up for the WSDLC page.
Participation & Enrollment
Any school in Wisconsin is welcome to participate.
We are considering models for homeschoolers to be able to participate. If you are a homeschooling family and are interested, please let us know by contacting the Project Managers at wsdlc-info@wils.org.
The cost to participate for the 2025-26 academic year is $1.68 per student enrolled in the WSDLC. (For example, if your school is enrolling only grades 9-12, only your grades 9-12 student FTE is used to calculate the cost.)
In Spring 2023, the WSDLC Board approved a 3-year cost plan:
- 2024-25 WSDLC Membership Year: No increase. The per-student cost will remain $1.65.
- 2025-26 WSDLC Membership Year: Increase by 2%. The per-student cost will be $1.68.
- 2026-27 WSDLC Membership Year: Increase by 2%. The per-student cost will be $1.72.
WSDLC membership cost is calculated by multiplying the FTE for an enrolled district as listed in WISEDash by $1.68.
A prorated cost is calculated by multiplying the fraction of a year that you’re prorated for (#/12) by the cost for a full year ($1.68), and then by the enrolled district’s FTE.
We calculate each district’s FTE based on the previous year’s certified enrollment numbers as reported by DPI in WISEdash.
All materials available in the shared collections are sorted into five collections, also referred to as content access levels:
- Lower Elementary Collection: This includes content that has been rated for grades PreK-2.
- Upper Elementary Collection: This includes content that has been rated for grades 3-5, and also includes access to the K-2 content.
- Middle School Collection: This includes content that has been rated for grades 6-8, and also includes access to the K-2 and 3-5 content.
- Lower High School Collection: This includes content that has been rated for grades 9-10, and also includes access to the K-2, 3-5, and 6-8 content.
- Upper High School Collection: This includes content that has been rated for grades 11-12, and also includes access to the K-2, 3-5, 6-8, and 9-10 content.
Your cost does not change based on the number of collections your school chooses to utilize.

Yes! The membership year runs from September 1st through August 31st, but schools can join at any time and are prorated based on the date that the completed interest form is received:
- If your enrollment form is received before the 15th of a month, then your subscription will be prorated to the 1st of the following month.
- If your enrollment form is received after the 15th of a month, then it will be prorated to the 1st of the month after that.
The proration gives OverDrive enough time to make sure everything is properly set up in their system so that there are as few technical issues as possible when you begin paying for your subscription. You will not necessarily need to wait until the start of the month to begin access- these dates are for billing purposes only. Once OverDrive completes the setup process, students will be able to access the collections right away.
You will have the ability to add additional titles and copies only for your students using whatever funds beyond the Consortium cost you continue to allocate toward e-content.
If you are interested in participating in the Consortium, you would not renew your existing contract and would sign a new agreement when you sign up for the Consortium.

Membership Renewal
WSDLC membership renewal costs are calculated by multiplying the FTE for your WSDLC-enrolled schools and grades as listed in WISEdash by $1.68*.
Timing is dependent on when DPI releases certified enrollment numbers that are used to calculate costs, and is generally by mid-March each year. WSDLC Project Managers typically have pricing ready within one week of these numbers becoming available.
*In 2023, the WSDLC Board approved a three-year plan for per-student fees, holding the first year steady then implementing a 2% increase for the following two years:
2024-25: $1.65/student
2025-26: $1.68/student
2026-27: $1.72/student
The WSDLC Board will review costs and establish another plan for per-student fees in Spring 2026.
There are two ways to let us know your WSDLC Membership Renewal decision:
- Complete the WSDLC Membership Renewal Form (link included with your renewal pricing quote)
- Email the WSDLC Project Managers your decision
WiLS Cooperative Purchasing Members have a 3rd option for indicating their renewal decision: Update your WSDLC Membership in your MyWiLS account.
WSDLC Members can update their access at any time during the year, and many districts choose to do this during the renewal period.
There is a space in the WSDLC Membership Renewal Form to indicate any changes you would like to make. You can also reach out to the WSDLC Project Managers to indicate changes to your students’ access.
Changing CALs for Schools/Grades Already Enrolled
If you are only changing the collections that any of your students have access to, there will not be a change in your quoted price nor will you need to sign any updated paperwork.
Simply let the WSDLC Project Managers know (either in the WSDLC Membership Renewal Form or via email at wsdlc-info@wils.rog) which Collections you would like your schools/grades to have access to; we’ll get that information on to OverDrive; and those changes will be made and go into affect on September 1st. (If you would like changes implemented earlier, let us know and we can coordinate that with the WSDLC OverDrive team.)
Example: Grade 5 currently has access to the Lower High School Collection, but you now want them to have access to the Middle School Collection
Adding Access for Schools/Grades Not Yet Enrolled
If you are looking at add access for a school or grade that doesn’t currently have access to the WSDLC, your quoted cost will change. Once you let the WSDLC Project Managers know of your request (either via the renewal form or by email), we will calculate your updated cost and prepare for you an updated OverDrive Agreement form to sign and return. Once the new OverDrive Agreement has been signed and returned, you can expect updates to go into affect on September 1st. (If you would like changes implemented earlier, let us know and we can coordinate that with the WSDLC OverDrive team.)
Requested access updates will not be finalized until the new OverDrive Agreement has been signed and returned to us. If we do not receive your signed, updated Agreement, you will be invoiced your original quoted cost and access will not be updated.
Removing Access for Schools/Grades Currently Enrolled
If you would like to remove access for any of your schools or grades, your quoted cost will change. Once you let the WSDLC Project Managers know of your request (either via the renewal form or by email), we will calculate your updated cost and prepare for you an updated OverDrive Agreement form to sign and return. Invoices are emailed to both the WSDLC Main Contact and WSDLC Billing Contact on file. Emails are sent from WiLS’ Financials Team (financials@wils.org), and invoices should be paid to WiLS.
Absolutely!
Our default is to group all enrolled schools/grades together on a single quote/invoice. If your district/school needs pricing separated by school, just let us know and we can create an updated quote if needed. WiLS can also send a single invoice with each schools’ pricing separated; or can create a separate invoice for each school.

Collection Information
Ebooks and Audiobooks for Schools (PDF brochure from OverDrive)
Also available are Readalongs, Magazines, Comics, and Graphic Novels.
The collection is made up of five collections, also referred to as Content Access Levels:
- Lower Elementary Collection: This includes content that has been rated for grades PreK-2.
- Upper Elementary Collection: This includes content that has been rated for grades 3-5, and also includes access to the K-2 content.
- Middle School Collection: This includes content that has been rated for grades 6-8, and also includes access to the K-2 and 3-5 content.
- Lower High School Collection: This includes content that has been rated for grades 9-10, and also includes access to the K-2, 3-5, and 6-8 content.
- Upper High School Collection: This includes content that has been rated for grades 11-12, and also includes access to the K-2, 3-5, 6-8, and 9-10 content.
The shared collection’s materials offer a wide-range of subjects such as:
- Graphic novels and comics
- Fiction and nonfiction
- Titles for pleasure reading, including popular authors and award winners
- Spanish language materials
- Culturally diverse materials
- Content from a variety of publishers
- High interest/low reading level content
The collections focus on newly published titles and content.
For example, the initial collection only included ebooks. Audiobooks were added based on the feedback of the participants. As other formats develop, they will be considered by the membership for addition.
Additional vendors will be considered in the future to ensure a continued well-rounded collection for schools.
The WSDLC Board and Selection Advisory Committee set the direction for the collection.
Any member can suggest titles for purchase at any time by emailing wsdlc-info@wils.org or by completing the Recommend a Title form.

Getting Started with OverDrive
You have some options:
- Have your students link directly to the WSDLC using the Sora browser version (https://soraapp.com/library/wsdlcwi). They would simply select their school from the list and log in using their school credentials.
- To make it easier for your students to set up Sora using the app version, you can use a setup code that is specifically for your district or school. Students would use this instead of the WSDLC code (wsdlcwi). Then, students can select their district or school from the list and log in with their school credentials.
- Consider using User Login Manager for your youngest students. You can set up short user names (as few as 5 characters) with the same password for all students. You can implement this for any grades you choose while keep your existing authentication for the other grades.

When your school is set up on OverDrive, you’ll let them know two things
- What field in your student information has the student’s grade level, graduation year, or other data you would like to use to determine what collections they have access to.
- How the values in that field link to what collection(s) they should have access to.
For example, let’s say you have a field in your student information called “grade level”. The values in that field for your elementary school are “K”, “1”, “2”, “3”, “4”, or “5”. You’d like your K-4 students to have access to the Upper Elementary Collection, and your 5th grade students to have access to Middle School Collection. You would let OverDrive know that the field you would like to use to set collection access is called “grade level” and if the field is set to “K”,”1″,”2″,”3″, or “4”, that student should have access to the Upper Elementary Collection collection and if the field is set to “5”, that student should have access to the Middle School Collection.
These settings can be changed at any time.

Once there, scroll to the bottom and make sure the shared collection notification options are switched to “No” (you’ll still want to receive your own Advantage collection notifications).

To “remove” lower-leveled titles from view, students will need to adjust their filters within their own account:
- Log in to Sora
- Go to Explore
- Select Preferences
- Select Audience
- Select the access levels they’d like to view. The default setting is “All” which will show them everything, but they can click on any of the options to display only those titles.

Advantage Accounts
Use Advantage to:
- Add additional copies of titles exclusively for specific grades or schools
- Create a unique collection of titles for schools within a district
All Advantage titles will appear alongside the shared collection’s titles, making for a seamless experience for your students.

You can override lending periods, checkout limits, and content access levels by using a feature called “Title Assign.”
With Title Assign, you can assign a specific title to a student through MarketPlace. You will have to know the students’ user ID and the student will have to have signed into OverDrive at least once. The title will then appear on the Home tab in Sora.

Yes, the OverDrive platform allows educators to seamlessly assign titles directly to students’ digital bookshelves. This is limited to titles you have purchased from your Advantage Account.
With the Title Assign feature in your Advantage Account, you can assign a specific title to a student through MarketPlace. You will have to know the students’ user ID and the student will have to have signed into OverDrive at least once. The title will then appear on the Home tab in Sora.

Curation
How to Check if Your School’s Advantage Curation is On or Off:
- Sign into OverDrive Marketplace.
- In the Curate drop-down, select Standard curation.
- Look at the “Customize Advantage collections” toggle:
NO means your Advantage Curation is turned off, and students are viewing the WSDLC’s curations.
YES means your Advantage Curation is turned on, and students are viewing your schools’/districts curations. - If you’d like to update your settings, select the other option; then in the pop-up, click Save to confirm.
Note that if you change this setting back to No, you’ll lose any collections that you customized for Sora, and your collections will match the shared collection/consortium’s again.
If you want to update your individual Advantage curations: Click Here to access training resources on creating and publishing curations.
When curating at the Advantage level, consortium collections already in place will continue to update for the Advantage account. Any new consortium collections created after you switch to Advantage curation will not be updated to the Advantage curation. To change this setting, log into Marketplace, go to the Curate tab, select Organize Published Collections from the Curate drop-down menu and change the “Customize Advantage Collections” setting to Yes.
Please note: If you toggle back to “No” indicating you no longer want to maintain your own curated collections, all the curation you have done will be lost. Read more here: https://help.marketplace.overdrive.com/7010.htm.

MARC Records
MARC records are free and available through Marketplace. See the How to get MARC records through Marketplace video for instructions.
MARC records downloaded from OverDrive are separated by the purchase order. In most cases, purchase orders are separated by the collection/content access level, so schools can easily get the records that apply to them. Some of the automated carts, such as RTL carts, are not separated by collection/content access level.
Additionally, OverDrive staff generates MARC records for all titles in the shared collection each quarter, separated by content access level. WSDLC Project Managers add these files to the WSDLC website, to the Collection Information and Circulation Policies page, and send an announcement to let members know that the new downloads are ready.
Whether or not you need to remove the MARC record depends on if the title was weeded (deselected), if a title is metered and expired, or if the publisher removes the title:
If a title is weeded: the project manager will let members know. Titles are rarely weeded, so this should not happen often.
If a title is metered (available for a certain amount of checkouts or time): the title stays in our OverDrive collection. As soon as a hold is placed on it, it will be repurchased. You do not need to remove these MARC records from your catalog.
If the publisher removes a title for any reason: the project manager may not immediately know, but let members know as soon as they are aware of the change.

Clever Integration
Schools can add an external link to your login page for the WSDLC Sora site for ease of access, but OverDrive doesn’t generally recommend setting up authentication or integration between Sora and Clever. As of August 2021, Clever no longer passes the grade level or location of the students to Sora when students log in, so OverDrive’s systems are not able to set up content access levels or location reporting. This will result in all students seeing all titles in the collection.
If you’d like to set up Clever for authentication anyways, OverDrive can set all users to the same access level as well, but that would either limit what older students can see, or give access to more mature titles for younger students, depending which level you choose to use.
Adding the external link will still allow students to access Sora through the Clever portal, but they will still log in with their email addresses.
