General Information

What is The WSDLC?
The Wisconsin Schools Digital Library Consortium was developed through a partnership between the Wisconsin Department of Public Instruction, CESA Purchasing, the CESA Statewide Network, and WiLS. These partners created an infrastructure that supports a shared ebook and digital audiobook collection for Wisconsin K12 students.

The collection is self-supported through member districts and schools that pay a fee to join the Consortium. Through the WSDLC, member schools/districts have access to over 40,000 ebooks, audiobooks, comics and graphic novels, and magazines.

This collection of digital materials, accessed through the Sora platform, is shared between all member schools and their students.

Schools also have the opportunity to purchase additional copies and/or titles that would be available for only the students at that own school.

Who is coordinating this project?
The consortium is a partnership between the Wisconsin Department of Public Instruction, the CESA Statewide Network, and WiLS.
Who is making decisions for this project?
The WSDLC is governed by a Board consisting of members of the consortium and representatives from the partners (CESA Statewide Network, DPI, and WILS).

The consortium members either represent a specific CESA geographic area or are at-large representatives. See the Governance page for more information.

How can a school/district join the WSDLC?
The WSDLC membership year runs September 1st-August 31st, and schools can join at any time at a prorated cost. See the Participation & Enrollment page for more details.

Who can participate?

Any school in Wisconsin is welcome to participate.

What about homeschoolers?

We are considering models for homeschoolers to be able to participate. If you are a homeschooling family and are interested, please let us know by contacting the project managers at wsdlc-info@wils.org.

How much will it cost?

The cost to participate for the 2023-24 academic year is $1.65 per student enrolled in the WSDLC. (For example, if your school is enrolling only grades 9-12, only your grades 9-12 student FTE is used to calculate the cost.)
In Spring 2023, the WSDLC Board approved a 3-year cost plan:

  • 2024-25 WSDLC Membership Year: No increase. The per-student cost will remain $1.65.
  • 2025-26 WSDLC Membership Year: Increase by 2%. The per-student cost will be $1.68.
  • 2026-27 WSDLC Membership Year: Increase by 2%. The per-student cost will be $1.70.

WSDLC membership cost is calculated by multiplying the FTE for an enrolled district as listed in WISEDash by $1.65.
A prorated cost is calculated by multiplying the fraction of a year that you’re prorated for (#/12) by the cost for a full year ($1.65), and then by the enrolled district’s FTE.

We calculate each district’s FTE based on the previous year’s certified enrollment numbers as reported by DPI in WISEdash.

What are the available collections?

There are five collections, also referred to as content access levels, available for WSDLC members:

  • Lower Elementary (K-2) Collection: This includes content that has been rated for grades PreK-2.
  • Upper Elementary (3-5) Collection: This includes content that has been rated for grades 3-5, and also includes access to the K-2 content.
  • Middle School (6-8) Collection: This includes content that has been rated for grades 6-8, and also includes access to the K-2 and 3-5 content.
  • Lower High School (9-10) Collection: This includes content that has been rated for grades 9-10, and also includes access to the K-2, 3-5, and 6-8 content.
  • Upper High School (11-12) Collection: This includes content that has been rated for grades 11-12, and also includes access to the K-2, 3-5, 6-8, and 9-10 content.
Access can be limited at the school-level; meaning, for example, that schools can choose to allow their Elementary students access to the Upper Elementary collection while also allowing their High School students access to all five collections. In most cases, OverDrive is also able to limit access at the grade-level, but not always: this is dependent on each school’s reporting and authentication method. OverDrive cannot determine this for certain until they begin the setup process; If staff at OverDrive find that they are unable to make these adjustments, they will reach out with more information and additional options.
Am I required to sign-up for all of the collections?
No. You have the option to sign-up for one, two or all three of the collections provided by OverDrive.
What types of materials are available in the collections?
The WSDLC collections include

Can I buy additional materials for just my school or district?
Yes, participation in the shared collection includes an Advantage account that lets you purchase titles exclusively for your students. You can purchase materials at the district and building levels. This is perfect for completing class sets, purchasing materials not found in the shared collection or having additional copies on reserve for your students.
Can we use Common School Funds?
Yes, you can use Common School Funds. Use Object Code 360, Function Code 222000, and Project Code 031.
How can I sign up?

The current subscription year has already started. Can I still sign up?

Yes!  Since the current subscription year has already begun, any new sign-ups are prorated based on the date that the completed interest form is received:

  • If your enrollment form is received before the 15th of a month, then your subscription will be prorated to the 1st of the following month.
  • If your enrollment form is received after the 15th of a month, then it will be prorated to the 1st of the month after that.

The proration gives OverDrive enough time to make sure everything is properly set up in their system so that there are as few technical issues as possible when you begin paying for your subscription.

You will not necessarily need to wait until the start of the month to begin access- these dates are for billing purposes only. Once OverDrive completes the setup process, students will be able to access the collections right away.

My school/district already has an OverDrive collection. What will this mean for my participation in the Consortium?
The good news is that you won’t lose access to the titles you already own: schools have the option for these titles to be available to their students alongside shared items from the Consortium collection, or schools can have it set up so that the two are separate.

You will have the ability to add additional titles and copies only for your students using whatever funds beyond the Consortium cost you continue to allocate toward e-content.

If you are interested in participating in the Consortium, you would not renew your existing contract and would sign a new agreement when you sign up for the Consortium.

Collection Information

What types of materials are included?

Ebooks and Audiobooks for Schools (PDF brochure from OverDrive)

The collection is made up of five collections of materials rated for

  1. grades PreK-2,
  2. grades 3-5
  3. grades 6-8,
  4. grade 9-10, and
  5. grades 11-12.

The collections include:

  • Fiction and nonfiction
  • Audiobooks
  • Comic books and Graphic novels
  • Magazines
  • Titles for pleasure reading, including popular authors and award winners.
  • Spanish language materials
  • Culturally diverse materials
  • Content from a variety of publishers
  • High interest/low reading level content

The collections focus on newly published titles and content.

Will other formats be added?
We anticipate the collection will develop based on the needs of participants.

For example, the initial collection only included ebooks. Audiobooks were added based on the feedback of the participants. As other formats develop, they will be considered by the membership for addition.

Who is the vendor providing the collections?
OverDrive is the current provider for the collections.

Additional vendors will be considered in the future to ensure a continued well-rounded collection for schools.

Who is selecting the content?
Content is currently selected by OverDrive librarians who specialize in developing K12 collections.

The WSDLC Board and Selection Advisory Committee set the direction for the collection.

Any member can suggest titles for purchase at any time by emailing wsdlc-info@wils.org or by completing the Recommend a Title form.

Where can I find the circulation policies for the collection?

Can I have different lending periods, checkout limits, or content access levels than the consortium?
For consortium titles, the answer is No. All consortium copies follow the same circulation rules.

OverDrive / Sora / Marketplace

In this section, you will find the information useful for schools who are already using Sora and OverDrive. This includes general accessibility information, how to utilize Sora, using your Advantage account, and more.

Getting Started with OverDrive

What are my options for authentication?
OverDrive’s Set Up Student Sign-In Process page provides information about these options.

Can I get accounts for my staff members?
Yes. They are set up using whatever authentication method the district has chosen. WSDLC members interested in setting up staff accounts can contact Amanda Lawman at wsdlc@overdrive.com.
It takes too many steps to log in! It’s too difficult for our youngest students to log in! What can we do?

You have some options:

  • Have your students link directly to the WSDLC using the Sora browser version (https://soraapp.com/library/wsdlcwi). They would simply select their school from the dropdown and log in using their school credentials.
  • To make it easier for your students to set up Sora using the app version, you can use a setup code that is specifically for your district or school.  Students would use this instead of the WSDLC code (wsdlcwi). Then, students can select their district or school from the dropdown and log in with their school credentials.
  • Consider using User Login Manager for your youngest students.  You can set up short user names (as few as 5 characters) with the same password for all students.  You can implement this for any grades you choose while keep your existing authentication for the other grades.
How does OverDrive know what collection(s) a student should have access to?

When your school is set up on OverDrive, you’ll let them know two things

  1. What field in your student information has the student’s grade level, graduation year, or other data you would like to use to determine what collections they have access to.
  2. How the values in that field link to what collection(s) they should have access to.

For example, let’s say you have a field in your student information called “grade level”. The values in that field for your elementary school are “K”, “1”, “2”, “3”, “4”, or “5”. You’d like your K-4 students to have access to the K-5 collection, and your 5th grade students to have access to both the K-5 and 6-8 collections. You would let OverDrive know that the field you would like to use to set collection access is called “grade level” and if the field is set to “K”,”1″,”2″,”3″, or “4”, that student should have access to the K-5 collection and if the field is set to “5”, that student should have access to both the K-5 and 6-8 collection.

What if I want a specific student to be able to access a different collection than the rest of their grade?
Whether or not you will be able to do this and how it is done is dependent on your authentication method. Please contact Amanda Lawman at wsdlc@overdrive.com for help.
I’m receiving all of these emails about the shared collection (holds, purchasing, etc). How do I make them stop?
In order to stop receiving email notifications about the shared collection, login to Marketplace, select the “News” dropdown and then select “Notification preferences”.
Once there, scroll to the bottom and make sure the shared collection notification options are switched to “No” (you’ll still want to receive your own Advantage collection notifications).

Existing OverDrive Customers (not already enrolled in the WSDLC)

I already have a Sora/OverDrive account, and am interested in joining the WSDLC. What will happen to my current content if I join?
Schools that already have a Sora account and have purchased content will get to keep all of their content. These materials that schools have purchased will not be shared with the consortium, but will continue to remain available for only your students.

Will my current Sora subscription be merged with the WSDLC collections, or will they be separate?
Schools can choose whether they would like to keep their stand-alone materials separate from the WSDLC, or if they would like to have the two collections available to students in one place. Whichever option a school chooses, they can change to the other at any time.

Schools are encouraged to reach out to their OverDrive team to further understand their two options.

Sora

What does Sora mean?
Sora is the Japanese word for ‘sky’. It is meant to evoke the feeling of soaring to new heights, exploring new territories, and learning without bounds.
Which app stores is Sora available in?
The Sora mobile app is available in the Apple App and Google Play stores, including any Chromebook devices that support the Google Play Store. Look for “Sora by Overdrive.” Sora is also available via web browser at https://soraapp.com/library/wsdlcwi

How can students and staff get troubleshooting help for Sora?
OverDrive offers Sora help through the in-app menu and also provides direct technical support for Sora users from within the app.
How can my high school students not see the titles for younger students?
If high school users are given the access level “Adult” they will have access to all titles in the collection: Juvenile, YA, and Adult level titles.
To help limit the titles students see when searching, a setting under Preferences in Sora will allow students to choose what level of content they want to see:

  1. Log in to Sora
  2. Go to Explore
  3. Select Preferences
  4. Select Audience
  5. Select the access levels they’d like to view. The default setting is “All” which will show them everything, but they can click on General Adult and Young Adult to filter out the Juvenile titles.

Advantage Accounts

What is Advantage/What is an Advantage Account?
Advantage is a program where members of a shared collection can purchase additional titles for their students only.  An Advantage Account is an OverDrive Marketplace account that allows a user to purchase titles that will be available only for their students.

Use Advantage to:

  • Add additional copies of titles exclusively for specific grades or schools
  • Create a unique collection of titles for schools within a district

All Advantage titles will appear alongside the shared collection’s titles, making for a seamless experience for your students.

Are my Advantage materials shared with the consortium?
No. All titles that are purchased at the Advantage level are available for only the students at your school.
Can I have different lending periods, checkout limits, or content access levels than the consortium for my Advantage content?

You can override lending periods, checkout limits, and content access levels by using a feature called “Title Assign.”

With Title Assign, you can assign a specific title to a student through MarketPlace.  You will have to know the students’ user ID and the student will have to have signed into OverDrive at least once. The title will then appear on the Home tab in Sora.

Title assignments override lending periods, checkout limits and content access levels- which is why this can only be done with Advantage titles.

Can I assign content to my students?
Yes, the OverDrive platform allows educators to seamlessly assign titles directly to students’ digital bookshelves.  This is limited to titles you have purchased from your Digital Book Account.
Can I change the default limits for checkout time, number of items checked out and holds?
Currently, the shared collection and Advantage collections must adhere to the same policies. If a district changes their lending times, checkout or hold limits, it will affect all of the WSDLC members. The WSDLC Board, with input from OverDrive, determined the current limits in place to ensure every student has equal access to materials.

Curation

Can I create my own curated collections?
With Sora, individual schools can curate their own featured collections that can include both Advantage and Consortium titles.
What happens if I turn on curation at the Advantage level?

When curating at the Advantage level, consortium collections already in place will continue to update for the Advantage account. Any new consortium collections created after you switch to Advantage curation will not be updated to the Advantage curation. To change this setting, log into Marketplace, go to the Curate tab, select Organize Published Collections from the Curate drop-down menu and change the “Customize Advantage Collections” setting to Yes.

Please note: If you toggle back to “No” indicating you no longer want to maintain your own curated collections, all the curation you have done will be lost. Read more here: https://help.marketplace.overdrive.com/7010.htm.

MARC Records

How do we get MARC records?

MARC records are free and available through Marketplace. See the How to get MARC records through Marketplace video for instructions.
MARC records downloaded from OverDrive are separated by the purchase order. In most cases, purchase orders are separated by the collection/content access level, so schools can easily get the records that apply to them. Some of the automated carts, such as RTL carts, are not separated by collection/content access level.

Additionally, OverDrive staff generates MARC records for all titles in the shared collection each quarter, separated by content access level. WSDLC Project Managers add these files to the WSDLC website, to the Collection Information and Circulation Policies page, and send an announcement to let members know that the new downloads are ready.

How will we know to update our MARC records when a title is no longer in the collection?

Whether or not you need to remove the MARC record depends on if the title was weeded (deselected), if a title is metered and expired, or if the publisher removes the title:

If a title is weeded: the project manager will let members know. Titles are rarely weeded, so this should not happen often.

If a title is metered (available for a certain amount of checkouts or time): the title stays in our OverDrive collection.  As soon as a hold is placed on it, it will be repurchased.   You do not need to remove these MARC records from your catalog.

If the publisher removes a title for any reason: the project manager may not immediately know, but let members know as soon as they are aware of the change.

My school uses Follett Destiny. How do I remove MARC records for weeded titles?

Selected titles can be permanently deleted from the Destiny catalog by a manual process, outlined in this PDF:

Clever Integration

Can Sora be integrated with Clever?

Schools can add an external link to your login page for the WSDLC Sora site for ease of access, but OverDrive doesn’t generally recommend setting up authentication or integration between Sora and Clever. As of August 2021, Clever no longer passes the grade level or location of the students to Sora when students log in, so OverDrive’s systems are not able to set up content access levels or location reporting. This will result in all students seeing  all titles in the collection.

If you’d like to set up Clever for authentication anyways, OverDrive can set all users to the same access level as well, but that would either limit what older students can see, or give access to more mature titles for younger students, depending which level you choose to use.

Adding the external link will still allow students to access Sora through the Clever portal, but they will still log in with their email addresses.
