Schools or districts can enroll at any time and will have their memberships prorated to the start of the following membership year (September 1).
Below is the process to enroll:
Step 1: Complete the Enrollment Request Form.
The form will ask you for the following information:
- Contact information of person signing up.
This will be the main person in charge of the account and will be the contact for WSDLC updates and the annual renewal process. - Billing contact
- Technical contact
This is the person that OverDrive will contact in order to connect OverDrive to your school’s systems; confirm authentication methods; etc. - District name
- Preferred method of authentication (Authentication Options for Schools)
- What schools are participating and what grade levels will have access to collections.
- What collections you would like to participate in:
- Lower Elementary (K-2) Collection: This includes content that has been rated for grades PreK-2.
- Upper Elementary (3-5) Collection: This includes content that has been rated for grades 3-5, and also includes access to the K-2 content.
- Middle School (6-8) Collection: This includes content that has been rated for grades 6-8, and also includes access to the K-2 and 3-5 content.
- Lower High School (9-10) Collection: This includes content that has been rated for grades 9-10, and also includes access to the K-2, 3-5, and 6-8 content.
- Upper High School (11-12) Collection: This includes content that has been rated for grades 11-12, and also includes access to the K-2, 3-5, 6-8, and 9-10 content.
- If your district has more than 10 schools signing up, you’ll need to fill out a spreadsheet as well (WSDLC-Sign-up-More-than-10-Schools)
Prorated enrollments will always have a start date of the 1st of a given month. If the completed enrollment form is received before the 15th of a month, then your subscription will be prorated to the 1st of the following month, but if it is received after the 15th, then it will be prorated to the 1st of the month after that.
For example, an interest form received on September 10th would be prorated to October 1st, but an interest form received on September 20th would be prorated to November 1st. The proration gives OverDrive enough time to make sure everything is properly set up in their system so that there are as few technical issues as possible when you begin paying for your subscription.
New enrollments that are received between June and August of each year will begin with the new membership year in September, or can be prorated to begin at a later date.
Step 2: Wait for 3-5 business days.
While you’re waiting, WiLS staff will calculate your FTE and cost and send you an email to initiate the next steps of the process.
WSDLC membership cost is calculated by multiplying the FTE for your school as listed in WISEDash by $1.65*.
Prorated cost is calculated by multiplying the fraction of a year that you’re prorated for (#/12) by the cost for a full year ($1.65*), and then by your FTE.
We calculate your FTE based on your previous year’s certified enrollment numbers.
*The cost per student during the 2023-24 academic year is $1.65. This price will remain the same for the 2024-25 academic year, beginning on September 1st 2024 for all WSDLC memberships. Looking further ahead, the 2025-26 membership year will increase to $1.72/student; and the 2026-27 membership year will increase to $1.74/student. The WSDLC Board will review the pricing structure again in Spring 2027.
Step 3: Complete two agreements and send to WiLS (wsdlc-info@wils.org).

Step 4: Submit a PO for participation (optional).
- You do not need to send us a PO number, unless it is required by your school for orders. If it is required by your school, please send that along with your agreements.
- Please don’t send a check yet! WiLS will invoice you once your enrollment process is finished.
Step 5: Wait for OverDrive to contact you to begin setup.
OverDrive will be in touch to begin your implementation. They will send an initial “Getting Started” email to your technical contact – if they do not respond to this email, the process will not move forward.
